I'm glad I decided to skip the private car and take a chance on the Heathrow Express. From Heathrow to Paddington (where my hotel was located at) the trip took about 15-20 minutes. This is the train that will get you to London from Heathrow Airport. It's a bit pricey (£22 or so) but it's a pretty comfortable ride and probably better than dealing with the Tube.
The train feels so nice and deluxe. The seats are very plush and there's a designated space for luggage so you're not awkwardly trying to fit your self and your luggage into one seat (or two).

From Heathrow Luggage to London City, about 60 Mins including change at Paddington Underground station to your final destination.
From London to Heathrow Gate area, including check-in and security, has reliably been about 90 mins from hotel to arriving at the Gate even in busy summer travel season. I'd budget 2 hours.

Traffic in London in general is becoming worse and worse. Getting downtown can be challenging if you decide to take a cab. It can take from 45 minutes to close to 2 hours.
Taking the express is easy, comfortable and quick. It's much cheaper than taking a cab and it's stress free. Buying a ticket is easy and the trains normally are not very packed.
